AB 863 replaces the existing carpet recycling program with a new extended producer responsibility program for the collection, transportation, recycling, and safe and proper management of carpet, artificial turf, and other non-natural flooring types (resilient flooring) in California. Creating and implementing a stewardship program will create costs that will likely be passed along to consumers in the form of higher prices.

California's 1st Senate District contains all or portions of 15 counties, including Alpine, El Dorado, Lassen, Modoc, Nevada, Placer, Plumas, Sacramento, Sierra, Siskiyou, and Shasta. It also serves deferred areas of Tehama, Butte, Colusa, and Glenn counties.
